East Oakland Affordable Housing Development Seeks Qualified Service Providers

Homes of Hope is seeking proposals from qualified service providers to master lease some or all of a new 28-unit affordable housing development in East Oakland, California. This project is designed to serve vulnerable populations, which could include transitional age youth (TAY), veterans, individuals with intellectual and developmental disabilities (IDD), and other groups in need of supportive housing.

The purpose of this Request for Information (RFI) is to identify service providers with experience in housing and supportive services interested in entering into a master lease agreement. The ideal respondent(s) will operate a program that covers the cost of rent while providing or arranging for comprehensive support services appropriate for the population to ensure residents can live independently, achieve housing stability, and improve their quality of life.

Target Potential Population

  • Foster Care/Transitional Age Youth (TAY)

  • Veterans

  • Individuals with Intellectual and Developmental Disabilities (IDD)

  • Other populations in need of affordable housing and/or supportive housing services

However, note that we are open to other mission-aligned uses for this housing as well. Programs that serve multiple populations are also welcome.

Project Overview

New Way Homes is a 501(c)(3) nonprofit supporting mission-driven housing projects that focus on solving California’s growing housing crisis, maximizing social impact, community engagement and sustainability. In partnership with the Center of Hope Community Church, New Way Homes has funded the Homes of Hope project (HOH).

Homes of Hope is an affordable housing project aimed at uplifting individuals from underserved communities, providing vital support to those who have historically faced housing challenges. Located on the campus of Center of Hope, a Black-led church on MacArthur Blvd in East Oakland, this project will revitalize a former charter school building and a smaller commercial space. These two vacant structures will be transformed into 28 residential units, designed to foster stability and reduce the risk of economic displacement for Oakland’s communities in need.

Specifics

The 28 units of new affordable housing includes:

  •  4 studios

  • 9 1-bedroom units

  • 15 2-bedroom units

The project offers a range of amenities and services designed to enhance the quality of life for residents:

Outdoor Terrace: Community space for relaxation and socializing.

Community Room: Multipurpose space for activities and events for residents.

Outdoor Courtyard: Community space providing a peaceful environment alongside a creek with seating and landscaping.

Laundry Room: Convenient onsite laundry facilities for residents.

Interior Atrium: A central, light-filled space enhancing the aesthetic and providing a serene environment.

Elevator: Ensuring accessibility to all floors for residents.

Office: A dedicated office for residents to meet with counsellors and/or case workers to support their development.

Submission Guidelines & Requirements

The following submission guidelines & requirements apply to this Request for Information (if any of these are clearly stated on web pages, a link will suffice or if they are in pre-existing documents those can be provided in lieu of a custom answer):

Organizational Overview

  • A brief description of your organization’s mission, experience, and qualifications in providing supportive housing services.  

Program Overview

  • Outline of the program(s) you propose to offer, including the target population(s), services provided, and anticipated outcomes.

Experience with Master Leasing

  • A description of your experience with master leasing housing units, including any previous projects in partnership with other developers, public agencies or housing authorities.

Funding Sources

  • A breakdown of funding sources that will be used to cover housing costs, including any existing rental subsidies or grants.

Supportive Services Model

  • Detailed description of the supportive services your organization provides, including staffing models, partnerships with other service providers, and case management strategies.

    Proposed Payment Terms

  • Indicate your ability to meet $100/bed per night rate and any proposed terms of payment or explanation of another model  (e.g. monthly rate, etc.).

Additional Terms

  • Proposals must be signed by a representative that is authorized to commit the bidder’s company to a master lease.

  • Proposals must remain valid for a period of 1 year from submission date to allow for time to complete negotiations, LOI and ultimately lease signing.

Scope


The successful bidder will be responsible for (directly or indirectly) providing all necessary services to support the population their program serves.

The criteria set forth below should be met to achieve a successful partnership between the Homes of Hope project and your program:

  • Master lease at least 10 of the units within the affordable housing development.

  • Payment of rent consistent with the as listed above.

    • Project is seeking double occupancy for each bedroom e.g. a 2 bedroom unit will support four (4) individuals.

  • Provision of supportive services that may include case management, mental health services, job training, healthcare access, and life skills development as necessary for your population.

  • Coordination with property management to ensure smooth operations and resident satisfaction

  • Assistance with securing rental subsidies, where applicable

Evaluation Factors

New Way Homes will rate proposals based on the following factors, with cost being the most important factor:

  • Responsiveness to the requirements set forth in this Request for Proposal.

  • Experience with supportive housing and master leasing.

  • Preference will be given to parties who want to master lease all 28 units or >10 units.

  • Ability to serve the target populations effectively.

  • Financial stability and ability to meet payment standards.

  • Strength of supportive services model.

  • Track record of collaboration with housing authorities or public agencies.

New Way Homes reserves the right to award to the bidder that presents the best value to the Homes of Hope project as determined solely by Homes of Hope Housing LLC in its absolute discretion.
