New Way Homes seeks Environmental Consultant to provide Professional Services
New Way Homes (NWH), a nonprofit housing developer focused on infill development in underserved communities, was awarded a U.S. Environmental Protection Agency (EPA) Brownfields Community-wide Assessment Grant to assess environmental conditions on potential affordable housing and community development sites.
NWH is soliciting proposals from experienced environmental consulting firms to support the implementation of the EPA Brownfields Community-Wide Assessment Grant including conducting Phase I and Phase II Environmental Site Assessments (as needed), planning, and related tasks in accordance with EPA guidelines and standards.
Qualifications
Consultants should demonstrate the following:
Demonstrated experience conducting Phase I and Phase II Environmental Site Assessments in accordance with ASTM standards and EPA’s All Appropriate Inquiries (AAI) requirements.
Experience working with voluntary oversight agencies in California.
Developing a Corrective Action Plan
Ability to prepare and implement Sampling and Analysis Plans (SAPs), Quality Assurance Project Plans (QAPPs), and Health and Safety Plans (HASPs) that meet EPA and applicable regulatory standards.
Demonstrated capacity to coordinate with regulatory oversight entities as needed to support site assessment, documentation, and approval processes.
Familiarity with EPA’s Brownfields Program and reporting requirements.
Strong written and verbal communication skills.
Experience working with nonprofits or public agencies is desirable.

Submission Requirements
The following submission guidelines & requirements apply to this Request for Proposal. Responses should include:
Cover letter summarizing interest.
Firm Profile: Name, principal place of business, office locations, and years in operation.
Experience, Qualifications and Technical Approach: Detailed narrative of firm’s relevant experience, including key personnel qualifications. Preference for examples of work demonstrating familiarity with California regulatory frameworks. Geographic preferences will not be applied. NWH will conduct this procurement to ensure full and open competition; specifications will not include unnecessary or exclusionary requirements.
Project List: Similar projects completed in the past five years with client references.
Capacity Statement: Demonstrated ability to complete work within the required timeframe.
Proof of insurance and licenses to operate in California.
Fee schedule for 2026 and 2027 (if available)
